Notice of Funds Available: Tire-Derived Product Grants (FY 2008/09)

The California Integrated Waste Management Board (CIWMB) offers the Tire-Derived Product (TDP) Grant Program to promote markets for recycled content products derived from waste tires generated in California and to decrease the adverse environmental impacts created by the unlawful disposal and stockpiling of waste tires.

Eligibility

Applicants

  • Public entities: California cities, counties, public colleges, public universities, school districts, qualifying California Indian tribes, park districts, special districts, and public recreational facilities, fire departments, police departments, and State agencies.
  • Private schools: low-income (defined as qualified for the National School Lunch Program), non-profit private schools listed on the California Department of Education Private School Affidavit List; includes kindergarten through twelfth grade (K-12).
  • Community Housing Development Organizations (CHDO): low-income housing organizations, certified as CHDOs by the California Department of Housing and Community Development (HCD).

Projects

  • Products must be made from 100 percent recycled California waste tires.
  • Truck tire buffings may be used in the project, but will not be reimbursed by CIWMB under this grant program.
  • Project(s) must divert a minimum of 2,500 California waste tires. Multiple products/projects may be combined to achieve a combined minimum of 2,500 California waste tires diverted.
  • Project(s) must be "new," that is, it has never received CIWMB grant funds (i.e., the same TDP type (mats or mulch) at the same project site).

Funding

  • $2,000,000 available for fiscal year (FY) 2008/09.
  • $150,000 per grant award for all entities except large school districts.
  • $250,000 per grant award for large school districts only. For purposes of this grant, large school districts are those districts with at least 43,000 students.

Grant Term

The anticipated term of this grant is approximately two years depending on the month in which the grant is awarded. The official start date for incurring grant costs will commence upon grantee's receipt of a formal notification entitled "Notice to Proceed" (NTP) from the CIWMB. Thus, the grant term for FY 2008/09 TDP grants is from the NTP date through March 31, 2011.

Grantees will have approximately two years to complete their projects and all costs must be incurred and goods and/or services received during the grant term.

Application Deadline

Applications must be postmarked or hand-delivered to the Cal/EPA Headquarters Building no later than 3:00 p.m. on November 21, 2008.
