The Board's Local Assistance and Market Development (LAMD) staff help local governments meet the planning and diversion mandates of the Integrated Waste Management Act of 1989 (IWMA). Local Assistance and Market Development staff serve as liaisons between local governments and the Board and its program areas, providing input for the development of Board policies concerning local planning and implementation issues.

Staff also provides tools and aids to assist jurisdictions in meeting their IWMA requirements. Listed below are a few of the most important tools in the following categories:

The Board offers a variety of resources to help jurisdictions implement waste management programs and meet the goals of the Integrated Waste Management Act.

Other Resources

You will find Board programs assisting local government with waste diversion, permitting and enforcement, and markets for recycled materials.

LAMD staff also provides direct planning and implementation assistance through response to inquiries, local meeting attendance, instructional workshops, and development of guidance documents, as well as ongoing tracking and monitoring of local government progress in plan implementation. LAMD activities include:

  • Explaining regulations and statutes.
  • Providing detailed guidelines for preparation of local countywide integrated waste management plans (CIWMP).
  • Reviewing local plans for statutory, regulatory, and technical adequacy.
  • Assisting directly with local planning and implementation.
  • Developing Board policy concerning local planning and implementation issues.
