The California Integrated Waste Management Board (CIWMB) has established a high-level state and local illegal dumping enforcement task force (task force), the purpose of which will be to assess the extent of the illegal dumping problem and develop recommendations to the CIWMB to enhance the effectiveness of local and state responses to the problem. Topics and recommendations to be addressed include, but are not limited to, legislative, outreach, public education, enforcement, coordination (including regional coordination summits), human resource, budgetary and financial proposals. The task force will also develop and conduct a survey of local jurisdictions to assess the extent and cost of the illegal dumping problem and will identify content for a web-based statewide clearinghouse of illegal dumping enforcement and outreach tools that would be available to all local jurisdictions.

Status

The CIWMB Strategic Policy Development Committee discussed the final report (MS Word, 236 KB) at its March 6, 2007, meeting during Agenda Item 10 (MS Word, 71 KB). The Board members were very receptive to the idea of the Board taking a leadership role in providing technical assistance, coordination, and outreach to local and State agencies. The Board also asked that a small group of staff convene to lay out a work plan for implementing the report and return to the Board with the proposed work plan within a few months. The task force effectively ended it's responsibility with the March 2007, Board meeting.

The CIWMB directed the task force to reconvene at the August 7th meeting of the Strategic Policy Development Committee, with recognition approval at the August 14th Board meeting. The Board asked the task force to meet to review the implementation plan staff are developing for the Illegal Dumping Program. The task force will reconvene on October 4, 2007. The plan will be presented as part of the Strategic Directive Report at the December 3rd Policy Development Committee meeting, and the full Board on December 11th. In lieu of the previously requested Statewide Workshop on Illegal Dumping, the Board asked that the Task Force members be a part of the agenda at the December meetings.

History

The 21-member task force was selected, and the first meeting was held on March 29, 2006 in Sacramento. At this meeting an initial list of discussion items was presented to the task force. The second meeting was held May 24, 2006, at which time a revised list of discussion items was presented entitled "Issues under Consideration for Inclusion in Final Report". The new document represents a work in progress based on review of the previous list of discussion items document.

During the ensuing four months, the identified issues were discussed at local task force meetings and regional coordination meetings. The third task force meeting was held on September 14, 2006. At this meeting, task force members agreed on including 24 recommendations in the report to the Board, and prioritized the top six recommendations. They also reviewed the initial results of the fiscal impact surveys, and agreed on accepting additional data from counties and cities.
